Can You Buy a Gift Card With a Gift Card?
Most stores don’t allow you to use gift cards to purchase other gift cards, including third-party gift cards to restaurants or other stores. We contacted customer service representatives for major U.S. retailers to find out their policies. Only the following stores told us that they might allow the purchase of a third-party gift card with a store gift card at the discretion of the individual store:

Alternative: Selling or Trading
If your local GameStop or Walgreens won’t allow you to use your gift card to buy a gift card, or you have unwanted gift cards from a different store (such as Target or Walmart), you might want to consider selling or trading them.
