While you can’t use your EBT card to purchase baked goods at bakery-cafes like Panera Bread, you can pay with Supplemental Nutrition Assistance Program (SNAP) benefits at many bakeries, bakery outlets, and grocery store bakery departments.
Bakery items like bread, cookies, and cake are EBT-eligible as long as the store is a SNAP-authorized retailer (as previously reported).
Below, I list the bakeries that accept EBT, as well as where not to go.
Note that, in addition to the national and regional stores on my list, you may want to check with local, independently-owned bakeries to find out whether they take EBT.
The List
We confirmed that each of the following bakeries accepts EBT by contacting their customer service departments and checking the SNAP Retailer Locator.
We’ve organized my list in order of which companies operate in the most states so that you can more easily find the bakery nearest you.
Use Ctrl+F (or Command+F on Mac) to search for your state’s abbreviation.

Bakeries That Don’t Take EBT
Through my contact with customer service representatives, I found that the following bakeries typically don’t accept EBT.
Keep in mind that approved EBT retailers vary by state, and a particular store’s status may change at any time. It’s best to contact your nearest store to be sure of its SNAP approval status before visiting.
Are Safeway & Vons the same company?
Hello, Cassandra! Vons and Safeway are both owned by Albertsons Companies. Vons does also accept EBT. We have updated our article to include information about Vons.
