Grocery Stores That Accept EBT/Food Stamps/SNAP: Local & Online

There are thousands of grocery stores that accept EBT, and some even let you use an EBT card to shop online and have your groceries delivered. What Can You Buy with Your EBT Card?

Many Americans receive benefits through the Supplemental Nutrition Assistance Program (SNAP) to buy food items. SNAP is overseen by the U.S. Department of Agriculture (USDA), which sets the guidelines that state agencies use to administer the program at the state level. State agencies approve SNAP benefit recipients and provide benefits via Electronic Benefits Transfer (EBT) cards, which functions like debit cards — except they can only be used to purchase food.

EBT benefits can be used to buy any food for home consumption except hot foods ready for immediate consumption. That means you can use your EBT card to buy:

  • Breads and cereals
  • Fruits and vegetables
  • Meats, fish, and poultry
  • Dairy products
  • Seeds and plants that produce food

You cannot use an EBT card to buy:

  • Beer, wine, liquor, cigarettes, or tobacco
  • Any non-food items, such as pet food, soaps, paper products, household supplies, etc.
  • Vitamins and medicines
  • Food that will be eaten in the store
  • Hot foods

Can You Use Your EBT Card Outside of the Issuing State?

Yes, EBT cards are “interoperable.” Because SNAP is a federal program, all states must accept EBT benefits (see sub(j)(1)(C)).

One exception is if your issuing state offers the Restaurant Meals Program, which allows certain EBT recipients to buy hot meals at participating restaurants. If you qualify for the Restaurant Meals Program in your state, you may not be able to purchase hot foods outside your county or state. Grocery Stores That Don’t Accept EBT

Most grocery store chains accept EBT, but not all of them do. That’s because grocery stores have to pay to apply to be an EBT-approved retailer, plus any equipment costs associated with accepting EBT cards. For larger stores, the extra business outweighs the costs associated with of becoming an EBT-approved retailer, but, for smaller grocers, it might not be worth it. That said, we found no major national or regional grocery store chains that do not accept EBT. So, if you’re in doubt, head to a large grocery store chain.

Can You Use Your EBT Card Online?

In recent years, the USDA has run a few pilot programs to test how it can best allow qualified individuals to use their EBT cards to have their groceries delivered. Some grocery delivery services like Instacart do not currently accept EBT.

There are a few stores that will accept EBT for grocery delivery — the largest of which is Albertsons (though it will only do so for the disabled living in certain areas).
