The U.S. Department of Agriculture (USDA) Food and Nutrition Service website lists food items you can buy with EBT on their Supplemental Nutrition Assistance Program (SNAP) Eligible Food Items page and states that eligible food is defined as “any food or food product for home consumption.”

Specifically, the website states:

  • “Soft drinks, candy, cookies, snack crackers, and ice cream are food items and are therefore eligible items.”
  • “Seafood, steak, and bakery cakes are also food items and are therefore eligible items.”

This means you can use your EBT card to buy bakery items at any grocery store or retail bakery that accepts EBT/food stamps and participates in SNAP.
