EBT cards are issued to recipients of Supplemental Nutritional Assistance Program (SNAP, formerly called food stamps) and Transitional Aid to Families with Dependent Children (TAFDC, sometimes called welfare). SNAP benefits may only be used to purchase food, while TAFDC benefits may be used to purchase any of life’s necessities.

Therefore, groceries may be purchased using either the SNAP or the TAFDC benefits on an EBT card. Because one of the primary purposes of an EBT card is purchasing food, it is extremely important to know which grocery stores accept EBT cards. Our comprehensive list of these stores follows below. Note, however, that our survey included only store brands that operate in multiple states and/or represent a significant market share in a single state.

But first, we want to address a few common questions about the use of EBT cards at grocery stores.

Can I Use My EBT Card At Stores Outside My Home State?

YES. Any EBT card will be accepted at stores in all 50 states and Washington, DC, regardless of where it was issued. Remember, even though EBT cards are issued by state governments, the benefits provided through the card come from federal programs. Note, however, that EBT cards generally cannot be used to pay for travel costs, as explained in our article on receiving cash back on an EBT card purchase.

Does the Government Provide Information on Which Grocery Stores Accept EBT Cards?

YES. In fact, the USDA offers an excellent reference page, called the SNAP retailer locator. Click on the “Select Location” button, then enter either your city and state or your ZIP code to receive a list of ALL the grocery stores in your area that accept SNAP benefits for purchases. Note that any store that accepts payment from the SNAP benefits portion of an EBT card will automatically also accept payments from the TAFDC (“Cash”) benefits on the card.

Unfortunately, depending on which internet browser you are using, you may find that this resource page does not function properly on your computer. The federal government is working to improve the browser compatibility for all of its websites. In the meantime, our list below will provide you with the essential information you need to find a grocery store near you where your EBT card will be accepted.

Do All Grocery Stores That Accept EBT Cards Also Accept Them for Grocery Delivery Service?

No — but some of them do. In our list below, we make clear which stores accept EBT payment for delivered groceries and which do not. The issue is simply that accepting EBT card payments requires a point-of-sale (POS) machine, on which cardholders enter their PINs (personal identification numbers). The delivery vehicles of some grocery store chains are not equipped with POS machines, so the drivers have no way to process an EBT purchase. These store chains do accept credit card payments by phone, but you should NEVER give anyone your EBT card PIN over the phone.

Why Would a Grocery Store Refuse to Accept EBT Cards?

Almost all grocers would be happy to accept EBT cards, an extremely secure form of payment, because doing so expands the store’s customer base.

However, as explained on the USDA website, in order to accept EBT cards for food purchases, most stores need to acquire the necessary equipment — namely, specific types of POS machines, which are not cheap. In addition, the store must meet eligibility requirements established by the USDA, and must be re-certified every five years. Some small, local food stores simply do not have either the resources to obtain the proper equipment or the employees to handle the paperwork required for USDA SNAP certification.

Remember, the overwhelming majority of U.S. stores that primarily sell groceries, including many local farmers’ markets and small local stores, accept EBT cards, while only very small or single-location grocery stores typically do not accept EBT cards.
