JCPenney accepts returns on most items without the tags attached, as long as you have the receipt, a corporate customer service representative said.
We contacted JCPenney stores in Colorado, Florida, Michigan, New Mexico, and Oklahoma to verify this information.
Returns at JCPenney fall into one of two categories: returns with or without a receipt. If you have the receipt, JCPenney will issue a full refund to the original payment method — even if the item no longer has the tags attached, the item has been worn, and/or the item has been washed.
(Note: While you can return worn clothes, underwear returns must be in new condition.)
Without a receipt, you may be issued store credit in the amount of the lowest sale price for the item in the past 45 days.

An exception to the rule: special occasion dresses. Special occasion dresses must be returned in their original sale condition with the green return tag still attached, representatives said.
